Welcome to Children’s Resource Connection

Children's Resource Connection (CRC) is the entity utilized by the TA Waiver MATLOC Eligibility Specialists and approved by the Kansas Department of Aging and Disability Services (KDADS) to facilitate new referrals and eligibility assessments for the KDADS Home and Community Based Services (HCBS) Technology Assisted Waiver (TA Waiver or TA Program). This program is for children ages 0 thru 21, who are dependent on life-sustaining technology approved by the State of Kansas and could benefit from having in-home nursing services. Eligibility for this specific consumer group falls under the responsibility of the State of Kansas, Inquiries are reviewed for appropriate TA technology and then assigned to the appropriate MATLOC eligibility specialist (MES) contracted by the State to provide the required initial eligibility assessment and subsequent 6-mo eligibility reassessments.

To be eligible for the Technology Assisted Program, a child must meet technology guidelines set by the State of Kansas, as well as meet the minimum requirements of assessed medical acuity needs for the child’s age. All children need to be deemed medically fragile and in need of nursing care. All eligibility assessments are conducted by a registered nurse with a bachelor’s degree or an Advanced Practice Registered Nurse either at the hospital, within 5 days of discharge, or in the consumer's home. Being evaluated by a nurse ensures that the medical needs of the child are being properly evaluated and taken into consideration by a medical professional.

Being eligible for TA Waiver services allows a child access to KanCare Medicaid coverage, as well as the added benefit of having in-home nursing services. All Medicaid services are managed by the MCO TA Waiver care coordinator assigned to that child.

CRC has worked with many Kansas hospitals and community organizations when they come in contact with children who may benefit from TA Waiver services and need a referral for TA services. Such facilities are Children’s Mercy Hospital in Kansas City, KUMC in Kansas City, Overland Park Regional Medical Center, Wesley Medical Center in Wichita, Via Christi facilities in Wichita, Stormont Vail in Topeka, as well as rehab facilities in Nebraska and Colorado,and several Infant and Toddler Services providers across the State.

Once a preliminary conversation is held to gain additional information and it is found that the child has TA technology, then the regional assessor will be assigned to contact the family to arrange an initial eligibility assessment.
